										<content:encoded><![CDATA[<p><strong>On Tuesday, February 4th, The City of Tallinn and the Estonian Convention Bureau recognized <a href="https://www.ecb.ee/et/uudised/tallinna-linn-ja-eesti-konverentsiburoo-tunnustasid-aasta-parimaid-konverentse-ja-nende-korraldajaid/">the best conferences of last year</a>. The Conference Achievement of the Year award was honored at Mövenpick Hotel Tallinn, along with highlighting the most outstanding conferences held in Tallinn in 2024.</strong></p>
<p>Deputy Mayor of Tallinn, <strong>Margot Roose</strong>, emphasized that conference tourism plays a crucial role in strengthening Tallinn&#8217;s international image and economy.</p>
<p>The <strong>Conference Achievement of the Year 2024</strong> award from the Estonian Convention Bureau was presented to the <a href="https://cior24.erok.ee/"><strong>CIOR/CIOMR/CISOR Summer Congress</strong></a>, organized by the Estonian Reserve Officers’ Association (EROK). The event brought over 500 foreign delegates from 30 countries to Tallinn.</p>
<p>During the recognition ceremony, an additional 20 international conferences held in 2024 were acknowledged, including the <a href="https://estban.ee/eban-congress-tallinn-2024/its-a-wrap-600-european-business-angels-met-at-the-eban-congress-tallinn-2024/">EBAN Congress Tallinn 2024</a>, a major annual business angels’ event hosted in Tallinn for the first time. Estonian Business Angel Network (EstBAN) together with European Business Angels (<a href="https://www.eban.org/">EBAN</a>) put together a unique annual gathering of nearly 600 international investors, founders and startup enthusiasts to meet and hear topically important angel investing content on May 20-22 in Tallinn. Almost 70 speakers from 50 different countries held workshops, keynotes, participated on the panel discussions and 53 startups were selected to pitch their business ideas to international investors.</p>
<p>At the recongiziton event, EstBAN president <strong>Lauri Antalainen</strong> accepted the award. EBAN Congress Tallinn 2024 programme and event was put together by <strong>Anu Oks, Kärt Klein</strong> and their local team together with <a href="https://www.eban.org/">EBAN</a> team. The event was produced by <strong>Asso Toming</strong>&nbsp;and <a href="https://frankevents.ee/">FRANK Events</a>.</p>

<p><span style="font-weight: 400;">Almost 70 speakers from 50 different countries held workshops, keynotes, participated on the panel discussions and 53 startups were selected to pitch their business ideas to international investors. <a href="https://ebancongress.com/">EBAN Congress Tallinn</a> edition discussed the rise of Estonian startups, three decades of digital innovation, and new business challenges due to the tense geopolitical situation. Investors could visit <a href="https://startupestonia.ee/">Estonian startups</a>, meet founders and explore <a href="https://www.visittallinn.ee/eng/visitor/see-do/neighbourhoods/city-centre">Tallinn City</a>.</span></p>
<h4><b>Who went there and what they spoke about?</b></h4>
<p><span style="font-weight: 400;">Among the speakers were former President of Estonia (2016-2021) </span><a href="https://www.linkedin.com/company/kaljulaidfoundation/"><b>Kersti Kaljulaid</b></a><span style="font-weight: 400;"> from <strong>Kersti Kaljulaid Foundation</strong>, cybersecurity expert </span><a href="https://www.linkedin.com/in/rainer-saks-39610b207/"><b>Rainer Saks</b></a><span style="font-weight: 400;"> from <strong>CybExer</strong>, </span><a href="https://www.linkedin.com/in/waldec/"><b>Martin Villig</b></a><span style="font-weight: 400;"> from <strong>Bolt</strong>, </span><a href="https://www.linkedin.com/in/siilasmaa/"><b>Risto Siilasmaa</b></a><span style="font-weight: 400;">, former head of Nokia and founder of the cybersecurity company <strong>WithSecure</strong>, </span><a href="https://www.linkedin.com/in/mikkosilventola/"><b>Mikko Silventola</b></a><span style="font-weight: 400;">, one of the first investors in Bolt, </span><a href="https://www.linkedin.com/in/ivoronner/"><b>Ivo Ronner</b></a><span style="font-weight: 400;">, head of <strong>Swiss Post Ventures</strong> and an investor in Estonian startups, </span><a href="https://www.linkedin.com/in/nora-bavey-71714228/"><b>Nora Bavey</b></a><span style="font-weight: 400;">, whose fund <strong>Unconventional VC</strong> invests in women-founded businesses, and </span><a href="https://www.linkedin.com/in/davissiksnans/"><b>Davis Siksnans</b></a><span style="font-weight: 400;">, founder of Latvia&#8217;s first unicorn company <strong>Printful</strong>.</span></p>
<p><span style="font-weight: 400;">Former Estonian President (2016-2021) <strong>Kersti Kaljulaid</strong>, currently representing President Kaljulaid Foundation, said that Estonian government should focus on supporting a free market, not choose sectors for preferential treatment. “What if you select the wrong ones?”, Kersti Kaljulaid asked rhetorically and added also that wars are started not by democracies but by autocrats with enough resources. “We need to make democracy stronger – it is </span><i><span style="font-weight: 400;">the thing </span></i><span style="font-weight: 400;">that preserves peace,” Mrs President acclaimed.</span></p>
<p><span style="font-weight: 400;"><strong>Rainer Saks</strong>, an opinion leader in Estonian media held a keynote speech about how and why we need to continue supporting Ukraine and how the whole situation is related to investing. He said that we will see a growth of hybrid operations – traditional combined with cyber, information and possibly other domains. Cyber operations impact is growing, but despite war, Ukraine is not only keeping businesses running but developing new businesses and doing innovation.</span></p>
<p><span style="font-weight: 400;">One of the most renowned speakers was former Nokia CEO and current WithSecure founder </span><b>Risto Siilasmaa</b><span style="font-weight: 400;"> who spoke on a tongue-twising topic &#8211; the </span><span style="font-weight: 400;">The Knowable and Known Unknows</span><span style="font-weight: 400;">.</span><span style="font-weight: 400;"> What emerged from his presentation is that leaders need to identify the best and worst possible scenarios for their organization or investment. “Acquire data that will help to assign their probability and increase the probability of positive scenarios. You can prepare for unknowable unknowns by creating an agile organization and for knowable ones by predicting them. Teach your people to think about probabilities and to use data, and make use of the latest technologies for that,” was Risto Siilasmaa’s advice for the listeners.</span></p>
<p><span style="font-weight: 400;"><strong>Mikko Silventola</strong>, global investor and one of the very first investors of Bolt&nbsp;shared his idea of success that instead of following others, you can always do your own homework to find the right deals. The cases that are hard to get into aren’t always the best and as an angel investor, try to get in as cheap as you can. There’s always a possibility to negotiate and offer help to the team in return.</span></p>

<p><span style="font-weight: 400;">Familiar face for all the Estonians &#8211; Bolt&#8217;s </span><b>Martin Villig</b><span style="font-weight: 400;"> said that building a unicorn should never be a goal in itself. “Focus on solving a problem and if you do things right, the valuation will come with it,” he said. Villig also talked about that the challenge in Europe where founders often sell too early, so the bigger value and growth goes to investors from other regions. According to him, part of Bolt’s mission is to prove you can build one of the biggest companies in Europe from a country like Estonia and inspire others doing so.</span></p>
<p><span style="font-weight: 400;"><strong>Nora Bavey</strong> was one of our favourite to speak about equality and diversity. The carrying thought of hers was that it’s an entrepreneur’s essential reasoning is to change how things have been done. &#8211; “Business angels are instrumental in changing the thinking and should be asking themselves what the climate and social impact of a startup is. We should be asking who we are saving the planet for. It’s our own extinction we should be worried about. We are severely damaging society and need to address the social side as well in the environmental conversation.”</span></p>

<p><span style="font-weight: 400;">During the congress, main topics of interest included the importance of investing in DefenceTech for both commercial and national defence purposes. It was emphasised that these technologies should be classified under military use to enter new markets worldwide without restrictions. Investment in SpaceTech was highlighted as a crucial area needing active investment. Additionally, there was a call for democratising space and urging future generations to invest in local space technologies. Another key topic was the rapid increase in investment interest in AI. However, the low entry barriers and aggressive competition in this field make it difficult to find a defensible value proposition.&nbsp;</span></p>
<p><b>2. Driving systemic change in Angel Investing</b></p>
<p><span style="font-weight: 400;">This year&#8217;s congress sought to bring to light the challenges in </span><span style="font-weight: 400;">cross border investments, and questioned the viability over &#8220;pan-european investments&#8221;. It was emphasised that local networks are vital as well as networks like EBAN who connect investors from all over Europe. </span><span style="font-weight: 400;">The scope of topics in driving change would continue to broaden to incorporate our premier session on Pregnancy, Parenthood, and Term Sheets: A New Paradigm for Founders and Investors. In this workshop topics ranged from the challenges of maternity leave to the importance of balancing parental care with the obligations you have as a founder.&nbsp;</span></p>
<p><b>3. Learning from Estonia’s Success as a Startup Nation</b></p>
<p><span style="font-weight: 400;">The country of Estonia was put in the direct spotlight throughout the event. As a proclaimed startup nation, Estonia prides itself on being one of the first fully digital countries, eliminating the need for paper in government operations. Its decentralised, stackable economy reduces dependence on the largest enterprises in any sector, allowing for greater agility and continuous development in energy, biotechnology, medicine, and other fields. This focus on adopting new technologies and AI has created numerous opportunities for SMEs and startups.</span></p>

<p><span style="font-weight: 400;">At the Congress EBAN awarded </span><b>EstBAN with the Best performing BAN-award</b><span style="font-weight: 400;">. EBAN president </span><a href="https://www.linkedin.com/in/janne-jormalainen-59b1086/"><b>Janne Jormalainen</b></a><span style="font-weight: 400;"> says </span><span style="font-weight: 400;">EstBAN received the award because it has done very good work over the years in building the angel investor ecosystem in Estonia. According to Jormalainen, business angel network plays an important role in supporting a strong start-up ecosystem. “EstBAN supports angel investors in finding deals, educating them and creating networking opportunities.” EstBAN&#8217;s CEO <a href="https://www.linkedin.com/in/anu-oks-91b836112/">Anu Oks</a> and President of the <a href="https://estban.ee/team-and-board/">network</a>, <a href="https://www.linkedin.com/in/lauriantalainen/">Lauri Antalainen</a> took the award.</span></p>

<p>More than 500 investors, startup founders, and members of the startup community are in Tallinn for the three-day <a href="https://ebancongress.com/">EBAN Congress Tallinn 2024</a>, led by the Estonian and <a href="https://www.eban.org/">European Business Angels Network</a>. Nearly 70 speakers will take the stage at Europe&#8217;s top business angel event of the year. Visitors from 50 different countries are expected, and 43 selected startups will present their ideas to international angel investors, hoping to raise funds in the future.</p>
<p>According to&nbsp;<strong>Jacopo Losso</strong>, head of the European Business Angels Network EBAN, Estonia has created an excellent environment for the development of startups, and local investors stand out even in Europe. &#8220;We have followed the progress of the Estonian angel investor network for years and have seen how the local startup world operates and investments in high-risk ventures grow. Your annual investment volume is impressive, and you have done great work supporting new enterprises for years. I am delighted that we have finally brought the congress to Tallinn, and we can celebrate excellent cooperation and interact with a large investor community together,” Losso explains.</p>
<p>At the European Business Angels annual congress, discussions will focus on digital innovation spanning three decades following&nbsp;<strong>Skype</strong>&#8216;s success and new challenges in business amid a tense geopolitical situation. Cybersecurity expert&nbsp;<strong>Rainer Saks</strong>&nbsp;will discuss this topic in the context of the Ukraine war. Former President of the Republic of Estonia&nbsp;<strong>Kersti Kaljulaid</strong>&nbsp;and founder of the venture capital fund Karma Ventures&nbsp;<strong>Margus Uudam</strong>&nbsp;will hold a panel discussion on maintaining peace. Other notable Estonian speakers include Bolt co-founder&nbsp;<strong>Martin Villig, Kadri Tammai</strong>&nbsp;from NATO/Diana Accelerator,&nbsp;<strong>Maive Rute</strong>&nbsp;from the European Commission,&nbsp;<strong>Kärt Siilats</strong>&nbsp;from venture capital firm Mojo Capital, and several experienced investors.</p>
<p>Among foreign guests, speakers include former Nokia CEO and current founder of cybersecurity company WithSecure&nbsp;<strong>Risto Siilasmaa</strong>, one of Bolt&#8217;s first investors&nbsp;<strong>Mikko Silventola</strong>, Swiss Post Ventures head and investor in Estonian startups&nbsp;<strong>Ivo Ronner</strong>, as well as&nbsp;<strong>Nora Bavey</strong>, whose fund invests in companies founded by women, and&nbsp;<strong>Davis Siksnans</strong>, founder of Latvia&#8217;s first unicorn company Printful.</p>

										<content:encoded><![CDATA[<p><strong>One important topic among many others at the <a href="https://ebancongress.com/">EBAN Tallinn Congress</a> is the rise of cyber and defence industry startups. This topic has never been as hot in the startup world as it is now, given the current tense situation in Ukraine and Estonia’s own geographical location and history with the neighboring country. One vertical of the EBAN Congress is to showcase how Estonia is navigating the insecurities and how technology helps to drive geopolitical issues – particularly how innovative solutions and technological innovation accelerate investments, help to maintain peace, and prevent malice.</strong></p>
<p>We will look into Estonian history and current need to be fast, innovative and regardless our small territory, our strong fight for democracy, peace and independence. AI, technology innovation and open and free economy stand behind this need. One of EBAN Congress keynote speakers, Rainer Saks, is one of the most known war analytics in Estonia and gives us an insight into the topic.</p>
<p><strong>Why did Russia decided to invade Ukraine, and why have they not achieved their military objectives?<br />
</strong></p>
<p>Firstly, influenced by events from previous decades, Western countries, especially the USA, were considered politically weak – not economically or militarily, but politically. Consequently, observing the behavior of Western countries since the beginning of the Ukraine war in 2014, it was believed that Ukraine would not receive military or economic aid, but merely face moral statements and symbolic sanctions. Most importantly, Russian leaders were convinced that the Ukrainian people would not resist. All these assessments proved wrong.</p>
<p>Currently, it is clear that Russia’s substantial losses in the war prevent it from achieving full control over Ukraine. Russia’s losses are so significant that it currently cannot initiate war on any other front. While Russia could defend itself if attacked, mainly due to its nuclear capabilities, even if Russia were to gain control over Ukraine within the next year, it would still lack the strength to start a war against EU or NATO member states for a long time. Thus, there is no immediate threat of direct military aggression from Russia in Europe soon.</p>
<p><strong>What is it we fear then?</strong></p>
<p>Since Russia still perceives itself in direct military opposition to NATO member states, it primarily attempts to influence and deter them through various&nbsp;<strong>hybrid attacks</strong>. In hybrid warfare, we see a combination of various covert influence tools, with information pressure or manipulation always being most crucial. Russia typically develops separate tactics towards each major target, generally involving information attacks combined with cyber attacks, corruption, organized crime, economic influence, and migration pressure. European countries are primarily destabilized internally or by influencing their interests elsewhere in the world.</p>
<p><strong>How is Europe’s safety protected?</strong></p>
<p>To ensure Europe’s security, it is first necessary to provide Ukraine with adequate military and economic support. Also – European countries must reinvest in their defense capabilities and restore the credibility of military defense. The current war in Ukraine has demonstrated that Russian weapons are clearly inferior to Western technology.</p>
<p>Europe must also break Russia’s political and informational influence activities in Europe. Europe must find effective solutions to stabilize its southern border too. Europe continues to possess one of the world’s largest economic and intellectual potentials. If no major mistakes are made in securing its security, Europe will remain the world’s most stable region economically and socially. Successfully implementing new technologies also significantly enhances deterrence in the security field, reducing a potential enemy’s opportunities to destabilize the situation.</p>
<p><strong>A few thoughts on the rise of new defence technologies</strong></p>
<p>The war in Ukraine has triggered a significant boom in the development of novel technologies. Ukraine must provide an effective countermeasure to an adversary who has a superiority in traditional armament. The entire population of Ukraine has been mobilized for national defense, applying all their knowledge to protect the country. As a result, a series of new technologies are emerging, which will become major projects in future defense industries. The most visible is the explosive development of various unmanned platforms and their integration with human activity.</p>
<p>Cyberattack defense activities hold a very special place. Ukraine has managed to repel Russian attacks, and the country’s digital infrastructure has continued to operate uninterrupted. This may seem like a small miracle, but it is underpinned by the collaboration, developments, and innovative solutions of hundreds of IT companies, along with constant learning, training, and exercises. Major changes are occurring in the fields of electronic warfare and communication technologies. All these changes are rapidly reaching the everyday technology usage sector.</p>
<p><strong>What is it that awaits us regaring all this?</strong></p>
<p>In Estonia, a number of technology companies have formed over two years, mostly motivated by the desire to simply help Ukraine. Many such aid projects have evolved into serious technology development cooperation projects. The reconstruction of Ukraine lies ahead, which will further expand the application of new technologies in rebuilding Ukraine’s infrastructure. In fact, we are talking about building new infrastructure in Ukraine in the most modern way. Ukraine has the opportunity to abandon the legacy of previous eras. Estonian companies have proven that they can cope in challenging conditions in Ukraine, and technology investments in Estonia will thereby receive a significant boost in the future.</p>

										<content:encoded><![CDATA[<p><b>One of the topics introduced at <a href="https://ebancongress.com/">EBAN Congress</a> focuses on unlocking distributions in a market that has notably cooled since its peak in Q4 2021. Public markets in particular have witnessed a prolonged decrease in activity, with $B+ IPOs dropping to the lowest levels since 2016. Similarly, the number of M&amp;A transactions declined significantly compared to previous years. At the same time, exits are vital for keeping the European tech flywheel going and producing capital, talent, and new innovative companies to the market.&nbsp;</b></p>
<p><span style="font-weight: 400;">Key facts about the </span><a href="https://stateofeuropeantech.com"><span style="font-weight: 400;">exit landscape in Europe in 2023</span></a><span style="font-weight: 400;">:</span></p>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">There were 5 $B+ acquisitions of tech companies, though only a single VC-backed company was within that cohort (Kahoot sold to Goldman Sachs for $1.6B)</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Private equity was the main driver of $B+ M&amp;A by being responsible for 3 of the 5 transactions&nbsp;</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">77% of M&amp;A transactions were sized at less than $100M.&nbsp;</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Transactions valued at between $100M and $1B have seen a particular slow- down year-on-year.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">There were only 3 IPOs in Europe, which is far behind the pre-2021 levels</span></li>
</ul>
<p>&nbsp;</p>
<p><span style="font-weight: 400;">Unsurprisingly then, almost half of the GPs surveyed in the State of European Tech report stated they’re spending more time seeking for liquidity. Given the tight exit environment, fund managers are looking for alternative solutions in providing liquidity for its LPs, with some strategies gaining visible adoption.&nbsp;</span></p>
<p><b>VC Secondaries</b></p>
<p><span style="font-weight: 400;">Secondary sales, in particular, have grown in popularity, with VCs selling a slice of its fund’s investments &#8211; also known as strip sales. For example, recently </span><a href="https://sifted.eu/articles/vc-secondaries-market-booming"><span style="font-weight: 400;">Molten Ventures acquired a 19% stake in Seedcamp’s third fund for 8.5M€</span></a><span style="font-weight: 400;">. In response to the increased secondary market activity, funds are rushing to capture this untapped potential. One of the most recent news saw </span><a href="https://tech.eu/2024/04/26/isomer-capital-prepares-for-a-vc-exodus-with-new-secondaries-fund/"><span style="font-weight: 400;">Isomer Capital raising a new £100M secondaries fund</span></a><span style="font-weight: 400;">.</span></p>
<p><span style="font-weight: 400;">Recently, Sifted reported that funds are also starting to add </span><a href="https://sifted.eu/articles/legal-clause-vc-funding-startups#"><span style="font-weight: 400;">specific clauses to the funding round documents</span></a><span style="font-weight: 400;"> to allow more flexibility selling startup stakes. By including the portfolio sale clause, it would prevent triggering the rights of first refusal and co-sale clauses that would allow other investors to sell their shares alongside. Although still rare, lawyers think it could become more common.</span></p>
<p><b>Continuation funds</b></p>
<p><span style="font-weight: 400;">Another strategy to return cash to LPs has been to take a page out of the private equity playbook by establishing continuation funds. Continuation funds </span><span style="font-weight: 400;">represent a type of transaction where assets from a fund that is nearing its term are rolled into a</span><span style="font-weight: 400;"> new vehicle, which can be continued to be managed by the same managers.&nbsp;</span></p>
<p><span style="font-weight: 400;">In the beginning of the year, Financial Times reported that a prominent VC </span><a href="https://www.ft.com/content/18430e05-33c0-4f48-8c87-fae74ff29bbf"><span style="font-weight: 400;">Lightspeed Venture Partners is looking to sell $1B worth of startup-stakes</span></a><span style="font-weight: 400;"> by setting up a continuation fund. Others, such as </span><a href="https://sifted.eu/articles/hv-capital-continuation-fund"><span style="font-weight: 400;">HV Capital in Europe </span></a><span style="font-weight: 400;">and </span><a href="https://www.bloomberg.com/news/articles/2023-05-18/insight-misses-goal-for-continuation-fund-raising-1-3-billion?embedded-checkout=true"><span style="font-weight: 400;">Insight Partners in the US</span></a><span style="font-weight: 400;"> have already done so in the past.</span></p>
<p><span style="font-weight: 400;">Whilst a meaningful option to provide the much needed liquidation to LPs, it </span><a href="https://sifted.eu/articles/vc-secondaries-market-booming"><span style="font-weight: 400;">does not come without caution</span></a><span style="font-weight: 400;">. Selling a part of the portfolio to a new fund likely means the valuation of the companies will be altered. This means part of the fund returns will be shaved off, i.e. original fund’s LPs are entitled to less cash.&nbsp;</span></p>
<p><b>Private Equity</b></p>
<p><span style="font-weight: 400;">60% of the 111 $B+ exits of European tech companies in the last five years was achieved through M&amp;A. PE has historically been the largest driver of M&amp;A activity in Europe, with 63% of the total transaction count being done by private European buyers in 2023. Although the general activity in 2023 has been significantly lower, the amount of capital ready for investing is at an all time high ($2.3 trillion globally). A similar story is expected about corporate buyers.&nbsp;</span></p>
<p><span style="font-weight: 400;">Once the interest rates drop and buyer sentiment improves, it is reasonable to assume the appetite for M&amp;A returns. At the same time, there are more than 120 billion-dollar exit candidates that are lining up to IPO once the window opens up again. Hence, the future looks optimistic.
